So HD dealers could bid on Indian specific police contracts. The clutch pedal is the most creative part.
Easy to convert the standard Indian configuration of right hand brake lever, heel to go clutch pedal, left hand throttle, and right hand shift to HD specs. Very difficult the other way around. This was HD's answer. Pretty rare.
