Ha! Took me a long time, but this was bugging the S*&% out of me, because I had seen the picture before. The gentleman's name is Sam Arena Sr. Very nice writeup here:

Sam Arena partnered with a tuner named Tom Sifton (who hasn't heard of Sifton cams). Together, they were unbeatable.
