I got the broken bolt out last night using an extractor. I was worried about getting it to drill centered as the bolt was hard enough I couldn't get it to center punch very well. I was ultimately able to dimple the head pretty nicely with the Dremel.
The guy at the Ace convinced me to run another standard "tool type" cap screw, he was a retired tool & die guy. He thought the original may have had some sort of manufacturing defect. I may still try to track down grade 8's at some point soon. It's back together and ready for tonight provided the weather is not too crappy.
